■Permission for Permanent Residency

The status of residence of “Permanent Resident” represents the most stable legal status available to a foreign national in Japan, as it is not subject to restrictions on activities or period of stay. Since a foreign national who is granted this status is expected to establish and maintain his or her principal place of residence in Japan for the remainder of his or her life, applications for permanent residency are subject to particularly careful and stringent examination in determining whether permanent residence should be granted.

In order for a foreign national to be granted permission for permanent residency, the applicant is required to satisfy the following basic requirements:

  • The applicant must have good conduct (the Good Conduct Requirement);
  • The applicant must possess sufficient assets or skills to support himself or herself independently (the Independent Livelihood Requirement)
  • The applicant’s permanent residency must be deemed to be in the interests of Japan (the National Interest Requirement).
